As a result of the contraction of the cotton industry and other staples industries in the North West of England, the Manchester Chamber of Commerce and the Lancashire Chamber of Commerce agreed to form the Lancashire Industrial Development Council. The Manchester Chamber would run it on behalf of both Chambers and promised to contribute £500 a year towards the running costs.
