Frank Harris was a College Apprentice with Metropolitan-Vickers Electrical Co Ltd from 1938 to 1947. After serving his apprenticeship he went on to become an employee of Metropolitan-Vickers Electrical Co Ltd, becoming Chief Engineer in the Large Steam Turbine Department, where he worked until he retired.

A report on a visit to AEG, Berlin, and Stork/Werkspoor, Sneek in May 1966, by F.R. Harris, A. Sidebotham & J.B.P. Wood of Associated Electrical Industries Limited - Turbine-Generator Division. "The main purposes of the visit were: (a) to discuss AEG's experience with combined HP-IP cylinders and (b) to examine their methods of diaphragm manufacture, with particular reference to the use of hollow sheet-metal blades."
